North American Populace Regulation and Ethical Control. These are the primary evil in the 'UrBaN DeCaY' series, a militant dictator-like government bent on forcing society to its knees.

NORMAN DOCKER, General:
The fascist and delusion leader of NAPREC. He is a stern tyrannical man, who is bent on creating a forced utopia. He is insanely maniacal in his quest to rid his proposed perfect world of the devigene 'problem'.

ROBERT CICCONE, Lieutenant:
A 'yes' man. Ciccone is Docker's right hand man. He is an intelligenc expert.

DEVI-HUNTERS:
The NAPREC Elite. They are cybernetic warriors trained to hunt down and kill devigenes.

The Light Brigade is Docker's NAPREC super soldiers, genetically altered humans (altigene) who have been given powers. They are his militant police, routinely hitting the streets at night on 'Scourge' missions, treating each and every sin or crime as one - where the punishment is always death!

HALO: The leader of the Light Brigade. His altigene flux is light generation/control. He can also teleport several people at once.

HAMMER: The muscle of the Brigade.

GABRIEL: The Brigade's avenging 'angel', he wields a flaming sword.
